The outstanding success of Slovenian research organisations and companies in the EDF 2021 tender
On the 20th of July 2022, the European Commission Directorate-General for Defence Industry & Space (DG DEFIS) announced the results of the tender for the European Defence Fund (EDF) 2021. As many as 142 project proposals were submitted, of which 61 defence research and development projects received funding of almost 1.2 billion Euros.
In the EDF 2021 tender, Slovenian companies and research organisations were successful in 78 % which ranks them at the very top of the EU level. At the national level, we are involved in 10 funded projects and are the leading partner in 4 consortia (TECES, Pipistrel, Beyond Semiconductors in Guardiaris).

In the projects ENGRT, EuroHAPS and ENLIGHTEN Slovenian companies play the role of subcontractors.
Involvement of TECES and Slovenian partners in key energy efficiency projects
In the past years, together with the Slovenian Ministry of Defence (Si MoD), also under the auspices of the SiEnE partnership, TECES has been strategically involved in various European Defence Agency (EDA) working groups and initiatives aimed at addressing energy and environmental challenges in defence. For us, very important are particularly the Energy and Environment Capability Technology Group (EnE CapTech) and the Consultation Forum for Sustainable Energy in the Defence and Security Sector (CF SEDSS). Thus, we established high-quality international connections with various civil and defence partners.
With a more active approach, we also co-created thematic areas that are also suitable to be addressed in tenders of the European Defence Fund (EDF). Thus, the topic "Energy efficiency and energy management (EDF-2021-ENERENV-D)" was already included in the first tender, namely in three areas for which 133 million € was dedicated.

Together with national and international partners, following the strategic directions and guidelines of the partnerships under the auspices of TECES, partnerships SiEnE and Si MoD, we focused on the first two topics. The topics are extremely related to the content of the Slovenian strategic program smart energy-efficient deployable camps for dual-use, which determines the thematic areas to steer the development of advanced technologies, products and services over the next 10 years, for both fixed and deployable infrastructure for defence and civil purposes (dual-use).
Both submitted projects approved for (co)financing with the participation of TECES; INDY and NOMAD
The European Commission (EC) has approved both projects for funding; the €14.3 million INDY project with the coordinating role of TECES, and the €20.7 million NOMAD project.
The international efforts of TECES and the Slovenian Ministry of Defence (Si MoD) under the auspices of the SiEnE partnership were awarded the approval tor funding both projects with the strategic participation of TECES. The project "INDY, Energy Independent and Efficient Deployable Military Camps" and "NOMAD, Novel energy storage technologies usable at Military Deployments in forward operating bases".
We are particularly proud of TECES' leading role in the INDY project, which includes 20 partners and 10 subcontractors. TECES, together with the Slovenian Ministry of Defence (Si MoD), thus takes over a leading role in coordinating partners and defence ministries from 15 EU member states.
One of the main goals of the two-year-long INDY project is to develop a strategic plan for developing energy-efficient and self-sufficient deployable military camps until 2050. The project will also provide proposals for cooperation guidelines between European industry, research organizations and relevant defence stakeholders.
The project topic is directly related to the Slovenian strategic program of smart energy-efficient deployable camps for dual-use, which we are co-creating with Si MoD under the auspices of the SiEnE partnership.
In the project NOMAD, TECES is participating as a strategic partner from Slovenia. The project of 18 partners from 10 countries, led by the Spanish company ARPA, will focus on new technology development and energy storage solutions for use in advanced operational military bases. Partners’ activities will cover the feasibility studies to validate newly developed technologies in relevant environments.
9 Slovenian partners included in international consortia
In line with guidelines and the concept of innovation clusters, TECES opens new business opportunities for its members and other Slovenian partners with its strategic positioning in the international environment with the active support of Si MoD.
We successfully included 9 Slovenian companies and research organisations in projects, in which they are acting as partners or subcontractors. Thus, we once again proved to be an excellent link between partners in the international environment; this time by involving Slovenian partners in international defence projects.
Additional impetus to the strategic project of dual-use smart camps
Outstanding international success is also a clear indicator of the successful integrated approach of Si MoD and TECES in support to green transition and energy and environmental challenges in the defence, implemented under the auspices of the Slovenian Energy and Environment Partnership in Defence (SiEnE), established in 2020.
With both projects, the Slovenian strategic program Smart camp for dual-use has already begun to realise, fostering the development and transfer of civil solutions for defence purposes (dual-use).
