In the civil domain, TECES’ activities are closely aligned with the competencies of its partnership, whose core professional foundations were shaped initially by companies within the Slovenian electrical industry. Over time, this core expertise has expanded into a broader range of activities, now encompassing energy management, smart technologies, and information and communication solutions for efficient energy use, the integration of renewable energy sources, and the digitalisation of energy systems. These areas form the backbone of TECES’ activities at both national and international levels.
At the national level, TECES plays an active role in implementing the Strategic Research and Innovation Partnership for Smart Buildings and Homes with the Wood Supply Chain. Here, activities focus on building supply and management, covering everything from energy generation, storage, and consumption to water and waste management, integrated building management, energy self-sufficiency, and strengthening energy resilience.
At the European level, TECES acts as an initiator, coordinator, and project partner in research, development, and innovation projects under programmes such as Horizon Europe, I3, SMP, and Interreg, actively integrating Slovenian stakeholders into European consortia.

In the field of dual-use, TECES brings together companies and research organisations, guiding them in the development of solutions applicable to both civil and defence sectors. Through its coordinating role, TECES enables civil development projects to be enhanced in ways that strengthen the capabilities of defence forces and support civil protection and rescue systems, while simultaneously fostering broader progress within the civil sector.
By connecting stakeholders, facilitating the transfer of knowledge and experience, and supporting participation in national and international projects, TECES ensures that technologies with dual-use potential achieve an appropriate level of maturity for deployment in the defence sector.
At the same time, TECES assists in adapting solutions to specific sectoral requirements and constraints, thereby creating opportunities for further research and development across multiple sectors.

In the fields of defence and dual-use, TECES works closely with the Ministry of Defence of the Republic of Slovenia (Si MoD). In 2020, together with the Si MoD, TECES established the Slovenian Energy and Environment Partnership in Defence (SiEnE), a unique civil–defence platform that contributes to strengthening energy resilience, enhancing technological capabilities, and protecting critical infrastructure.
Through extensive experience in coordinating international strategic projects under the European Defence Fund (EDF), TECES has established itself as a reliable partner and a leading coordinator of large-scale and multinational strategic consortia.
TECES also plays an important role in the European defence innovation landscape through its active involvement within the European Defence Agency (EDA). In particular, TECES participates in Capability Technology (CapTech) groups, notably the Energy and Environment CapTech (EnE CapTech), where it contributes to the preparation of international project initiatives addressing key energy and environmental challenges in the defence sector.
Within the Slovenian Partnership Expert Base (SiTEB), TECES connects leading Slovenian experts from industry and research organisations across various technological fields, integrating them into national—and especially international—research and innovation activities, as well as global value chains.
